The Norms establish that the Way is at the service of the Bishop to evangelize those who are "far from the Church" or who have not received a sufficient catechesis. Its goal is to lead adults to a mature faith and a conscious participation in the liturgy.

The Camino Neocatecumenal was born out of a desire to bring about a renewal in the Catholic Church following the upheavals of the 1960s. Kiko Argüello and Chiara Lubich, the founders, sought to create a path of spiritual growth that would help individuals, particularly young people, to rediscover the richness of the Christian faith. The movement's name, "Neocatecumenal," refers to the early Christian catechumens who prepared for baptism in the primitive Church.
