Ensure the request and response file names match exactly. Use the same machine ID (don’t regenerate a new request file after getting a response).

If you only need to activate one or two offline Tableau instances, it’s manageable. For anything more, consider Tableau’s license server model (if available for your license type) or an internet-connected activation that you later disconnect. tableau offline activation
