Meruem, the supreme being of the Chimera Ants, sits upon a throne of stone in the middle of a wasteland. He attempts to engage Netero in a philosophical debate. He argues that the rule of the weak (humanity) is arbitrary and that his rule is justified by his inherent biological superiority. He expects Netero to argue back, to fight for the "justice" of humanity.
Instead, Netero establishes "A Rule." He explains that in the martial arts, one does not debate the opponent; one engages them. The chapter visually captures the tension between Meruem’s god-like arrogance and Netero’s honed, almost spiritual discipline.
